Abstract:In our days, natural and technological disasters tend to become more intense both due to the changes of the environment that human behaviour has caused and the form of contemporary societies. Human loss (disease, injuries and death), loss to a set of elements and environmental destruction consist of a public health problem which makes necessary the organization of society and the taking measures against disasters. As a consequence, humanity is forced to combine all scientific knowledge and technological ability with political systems in order to accomplish this task. A challenge that only time will show if we are able to cope with.
In this difficult undertaking the role of Local Authorities is very important. Municipalities manage and regulate all local issues. Their target is the protection, the development and the continuous improvement of the interests and life quality of the local society. Consequently, municipalities must be prepared to take part in every phase of disaster management. They must analyze all data, identify all possible hazards which are a threat to the region, estimate the risks and finally make a plan in order to cope with natural and technological disasters.
